New professional development guidance for 16-19 settings

The Education Endowment Foundation (EEF) has launched new guidance to support effective professional development for the 16-19 sector

The guidance is designed for professionals working in 16-19 settings, especially those responsible for strategic planning, development or delivery of continuous professional development (CPD) in their organisation or department.  

It sets out three core recommendations, focussing on culture, delivery and content

  1. Build a culture of continuous professional development 
  2. Plan, designand deliver CPD using the KEEP framework* 
  3. Include content that is evidence-based and relevant 

*The KEEP framework is a tool for delivering effective CPD based on four principles: 

  • Knowledge: deliver content in ways that support understanding 
  • Engagement: motivate practitioners to act on new knowledge 
  • Execution: provide opportunities for practitioners to develop their techniques 
  • Practice: embed learning through purposeful repetition

The Education Training Foundation (ETF) welcomes the guidance’s clear recognition that high-quality, evidence-based professional development is central to improving outcomes for young people. At ETF, our CPD principles have long governed how we design and deliver effective CPD; these build out and extend the KEEP framework. 

Building a culture of CPD requires collaboration with practitioners, strong organisational commitment, and ongoing evaluation and improvement. This guidance reinforces that investing in the workforce is the surest route to stronger teaching, confident learners and lasting impact.
